Steps

Goal: Rule out policy blocks and use the correct recovery sequence.

  • Confirm the Chromebook is not managed.
  • Good: Not managed. Proceed to Check if managed.
  • Bad: Contact your admin; managed devices block developer mode.

Check if managed

Goal: Determine if policy blocks developer mode.

  • Open Settings > About Chrome OS. Look for “This device is managed”.
  • Good: Not managed. Proceed to Recovery mode steps.
  • Bad: You need admin approval to enable developer mode.

Recovery mode steps

Goal: Use the correct key sequence.

  • Turn off the Chromebook. Hold Esc+Refresh, press Power. At the recovery screen, press Ctrl+D. Confirm when prompted.
  • Good: Developer mode enables. Wait for the first boot (5–15 minutes).
  • Bad: Retry with the exact sequence. If it still fails, try a full recovery from USB.

When to get help

Contact support if:

  • The Chromebook is managed and you need developer mode.
  • You have followed the correct steps on an unmanaged device and it still fails.
  • The model may not support developer mode.

Verification

  • The Chromebook shows “OS verification is OFF” on boot.
  • You can open crosh (Ctrl+Alt+T) and run shell commands.
  • Linux (if enabled) is available in Settings.

Escalation ladder

Work from the device outward. Stop when the problem is fixed.

  1. Confirm not managed Check Settings > About for "managed" status.
  2. Recovery and Ctrl+D Esc+Refresh+Power; press Ctrl+D at recovery screen.
  3. Full recovery Create recovery USB; reinstall Chrome OS; retry.
  4. Call support Managed device, or hardware does not support it.

What to capture if you need help

Before calling support or posting for help, have these ready. It speeds everything up.

  • Chromebook model and whether it is managed
  • Exact screen or error when enabling fails
  • Steps already tried
